Jeremy Vine, explains just how the D'Hondt system of proportional representation works. This is the system used in European elections not the UKs general election which is first past the post. The D'Hondt system tends to favour smaller parties. Victor d'Hondt was born in Belgium in 1841, he attended Ghent University and first described the d'Hondt method in 1878. This system is used for elections in Argentina, Austria, Belgium, Bulgaria, Chile, Croatia, Czech Republic, Denmark, Finland, Israel, Japan, Netherlands, N. How do we know who the new Ministers are going to be?
The Executive Ministers are appointed using a mathematical formula, called 'd'Hondt', which ensures that these important positions are filled fairly, based on the wishes of the people who voted in the election.

D'Hondt voting simpler explanation - UK European Parliament election
The usual description of D'Hondt voting is more complicated than necessary, which probably means that the people explaining don't have a good understanding. For UK European Parliament elections, the D'Hondt sequence is irrelevant. We only need to know the number of seats awarded to each party. I've read comments that the D'Hondt system prevents proportional representation for less popular parties. The problem is not caused by the D'Hondt system which is proportional representation. The reason that parties don't get proportional representation in the UK is that the UK is split into regions with only a small number of seats allocated in each region, and the proportions for a small number of seats may be quite inaccurate.

Imagine we want to build a new space port at one of four recently settled Martian bases, and are holding a vote to choose its location. Of the 100 colonists on Mars, 42 live on West Base, 26 on North Base, 15 on South Base, and 17 on East Base. Assuming that everyone wants the port to be closest to their home base, what is the fairest way to conduct the vote? Alex Gendler digs into voting systems.
