Former German Chancellor Angela Merkel defended her legacy on Ukraine in a wide-ranging interview on Tuesday. In her first major interview since leaving office, Merkel condemned Russia’s invasion of Ukraine, but said she refused to apologize for her policies towards Moscow.
Speaking on Russia’s invasion of Ukraine, she said: "In my view, what happened was not just unacceptable, but also a major mistake from Russia."
"It's an objective breach of all international laws and of everything that allows us in Europe to live in peace at all. If we start going back through the centuries and arguing over which bit of territory should belong to whom, then we will only have war. That's not an option whatsoever."

German Chancellor Angela Merkel receives military sendoff as days in power near end
Germany Chancellor Angela Merkel attended a "Grand Tattoo" -- the highest military ceremony for a civilian -- on Thursday evening as her days in power near their end.
Merkel was entertained by torch-wielding military officers in full regalia, fireworks and songs chosen by the chancellor performed by a marching band. While tattoo ceremonies in the past for chancellors have usually seen upwards of 600 guests, Merkel chose about 200 to attend due to COVID-19 restrictions.
The chancellor is set to hand over power after 16 years to Olaf Scholz, who will need to ratify a deal under which the centre-left will return to the chancellery for the first time since 2005.

Former German Chancellor Angela Merkel defended her legacy on Ukraine in a wide-ranging interview on Tuesday. In her first major interview since leaving office, Merkel condemned Russia’s invasion of Ukraine, but said she refused to apologize for her policies towards Moscow.
Speaking on Russia’s invasion of Ukraine, she said: "In my view, what happened was not just unacceptable, but also a major mistake from Russia."
"It's an objective breach of all international laws and of everything that allows us in Europe to live in peace at all. If we start going back through the centuries and arguing over which bit of territory should belong to whom, then we will only have war. That's not an option whatsoever."
Merkel conceded that there could have been a harsher response to Russia's 2014 annexation of Crimea, but said that serious steps had been taken. She cited Russia's exclusion from the Group of Leading Industrial Nations (G8) and NATO's stipulation that members spend 2% of GDP on defense.
Merkel also defended her opposition to Ukraine and Georgia joining NATO in 2008.
She said that if NATO had granted them membership, Russian President Vladimir Putin could have caused "enormous damage in Ukraine." She also cited systemic corruption issues in Ukraine.
"President Zelenskyy is unbelievably bravely fighting against corruption, but at the time, Ukraine really was a country governed by oligarchs, and so there you can't just say "ok tomorrow we'll take them into NATO," she said.
"I don't blame myself for not having tried hard enough," Merkel responded to a question about how much she could have done to prevent an escalation with Russia. "Fortunately, I tried sufficiently. It is a great sadness that I did not succeed."

Als Angela Merkel am 22. November 2005 als erste Frau in der Geschichte der Bundesrepublik Deutschland als Bundeskanzlerin vereidigt wurde, konnte sie kaum ahnen, wie viele internationale Krisen in Laufe ihrer 16-jährigen Kanzlerschaft auf sie zukommen würden.
Finanzkrise, Eurokrise, Griechenlandkrise. Der Arabische Frühling, Krieg in der Ukraine, Krieg in Syrien, IS-Terror, Flüchtlingskrise.
Und dann waren in vielen Ländern auch noch Populisten auf dem Vormarsch, Großbritannien verließ die Europäische Union und ein US-Präsident Trump setzte vielfach auf Konfrontation statt auf Kooperation. 2020 forderte schließlich mit dem Coronavirus eine globale Pandemie die Welt und die deutsche Kanzlerin heraus. Und der Klimawandel setzt sich immer weiter fort.
Wie meisterte die fast unermüdlich von einem Staatsbesuch oder internationalen Gipfel zum nächsten reisende Angela Merkel diese Herausforderungen? Wo setzte sie sich mit ihren Vorstellungen durch, wo scheiterte sie? Hatte sie eine klare politische Richtung? War sie wankelmütig? Oder ganz einfach pragmatisch? Germany Chancellor Angela Merkel attended a "Grand Tattoo" -- the highest military ceremony for a civilian -- on Thursday evening as her days in power near their end.
Merkel was entertained by torch-wielding military officers in full regalia, fireworks and songs chosen by the chancellor performed by a marching band. While tattoo ceremonies in the past for chancellors have usually seen upwards of 600 guests, Merkel chose about 200 to attend due to COVID-19 restrictions.
The chancellor is set to hand over power after 16 years to Olaf Scholz, who will need to ratify a deal under which the centre-left will return to the chancellery for the first time since 2005.
